Question about the final confrontation with [redacted]
When Cassius takes on Atlas, why does he not immediately kill him when given the opportunity? He wraps the razor around his neck, but waits for Lysander's approval to make the kill.
Obviously the plot demanded Cassius learn about the bioweapon so Lysander would need to murder him, but I'm left wondering why he didn't lop off Fear's head at the first opportunity considering how dangerous he is.
