I am an Indian citizen and an FMG who has passed FMGE. I have never been registered with any State Medical Council. I have only applied for PEC with TNMC, but I have not received TNMC registration. Can I apply directly for provisional registration with Karnataka Medical Council, and is an NOC from TNMC required in my case?

The TNMC won’t provide the PEC without my PMQC (Primary Medical Qualification Certificate), even though I have my degree and transcript. Need suggestion what should i do next

I graduated from China in 2024. I was originally a 2017 batch student, but due to a year back for personal reasons,I graduated along with the 2018 batch.

I cleared the FMGE in the January 2026 attempt and applied for my PEC through TNMC. After one month, I received a deficiency mail asking me to upload the correct year mark sheet. The issue they pointed out was that my mark sheet mentioned the batch as 2018, while I had examination records from 2017. The batch was mentioned as 2018 because, due to my year back, I graduated along with the 2018 batch.

After a lot of effort, I somehow found my old mark sheet, which mentioned my batch as 2017. I sent the document back to China for attestation, and I received it only a few days ago. The entire process took almost five months.
I then updated the transcript and asked TNMC about my manual verification. They informed me that it would be updated within a week. However, yesterday I received another deficiency mail from TNMC. This time, they are asking for a provisional certificate.

The problem is that I do not have a provisional certificate. I contacted my university, and they informed me that they do not issue provisional certificates after graduation. They said that a provisional certificate is unnecessary once the student has already received the final degree.

I had never been asked for a provisional certificate before because I did not appear for the FMGE before completing my degree. I completed my degree first and then cleared the FMGE.

At this I don’t know what to do.
