Massive Italian-Inspired Waterfront Development Proposed Near Prosper-Frisco Border

A 143-acre development featuring a boat-friendly lagoon, hotels, restaurants and as many as 4,400 homes could transform one of Prosper’s busiest gateways.

Known as The Marco, the proposed development would sit northeast of the Dallas North Tollway and U.S. 380 / Univerity.

At its center would be an Italian-inspired village surrounded by more than 15 acres of water. Plans show a lagoon and canals designed for boats, along with a 26-foot-wide waterfront promenade.

The village center could include a public square, shops, restaurants, a performing arts venue and a waterfront hotel with condominiums. Towers, cupolas and Italian-style bell towers could serve as architectural landmarks.

The lagoon would not be purely decorative. It would also function as a regional stormwater detention facility. Most parking and vehicle traffic would be kept toward the development’s outer edges, creating a more pedestrian-focused waterfront area.

The Marco could include up to 4,400 residential units:

- 2,500 mid-rise apartments

- 400 high-rise residences

- 500 age-restricted units

- 1,000 villas, townhomes, flats, duplexes and detached homes

The tallest buildings would generally surround the waterfront village, with building heights decreasing near existing single-family neighborhoods.

Plans also call for more than 1 million square feet of office space, two possible corporate headquarters campuses and up to two hotels. A grocery store, market hall, neighborhood services and additional retail could face the Tollway and U.S. 380.

BlackStone Communities submitted the rezoning application with authorization from property owner Godwin Investments Ltd. The developer says the mix of housing, offices, shopping and hospitality would create jobs and strengthen Prosper’s tax base.

The property currently has commercial zoning that generally would not allow the proposed height, density and structured parking. BlackStone is requesting a customized Planned Development district, arguing that the project matches Prosper’s long-term vision for a higher-density, mixed-use gateway centered around water.

The Marco appeared as zoning case ZONE-26-0009 on the Prosper Planning and Zoning Commission’s Aug. 18 agenda.

The plans remain conceptual. Rezoning approval would allow the project to move forward but would not guarantee that every proposed feature—or all 4,400 homes—will ultimately be built.

Increases proposed: 3.7% increase in property tax rate, 9% water rate increase, 5% sewer rate increase, 10% stormwater rate, and 5% environmental service rate increase for commercial users.

7th West Nile Mosquito In Frisco

The City of Frisco sprayed for mosquitoes this weekend after finding its seventh mosquito "positive" for West Nile Virus.

This is roughly similar to past years around this time period:

2024 - *6* positive West Nile tests from June through end of August, 2024.

2025 - *7* positive West Nile tests from June through end of August, 2025.

2026 - *7* positive West Nile tests from June through August 17th, 2026.

Spraying was done in a roughly square region bounded by Main St & Stonebrook Parkway (on the north and south), and Parkwood and Preston (on the west and east). Neighborhoods include: Downtown Rail District, Hickory Springs, Oakbrook Park Estates, Woodstream and Hickory Hills.

In the recent special work session, the Frisco City Council tentatively approved a property tax increase from the current rate of $0.425517 to a new rate of $0.441289 per $100 property valuation.

The city's final budget has not yet been formally adopted. There will be public hearings on the budget on August 18th, 2026 and September 1st 2026.

To put this property tax increase into perspective:

- This new rate would still be slightly lower than the tax rate during 2018 through 2023 ($0.4466).

- It would mean an increased tax bill of roughly $79 per year for a $500,000 house.

- The rate would still be lower than neighboring Little Elm and Prosper.

Collin County Child Predator Sentenced To 65 Years In Prison

Ivan Espinoza-Montes, 21 years old, has been convicted by a jury of Aggravated Sexual Assault of a Child and will server 65 years in prison.

Espinoza-Montes was a family friend, and was discovered sleeping in bed by the victim child's mother. After a police interview and DNA testing, Espinoza-Montes was arrested.

Espinoza-Montes was found guilty by a jury of a first-degree felony of Aggravated Sexual Assault of a Child.

At the time of arrest, Espinoza-Montes was out on bond facing pending charges that included counts of Aggravated Robbery, Aggravated Assault on a Public Servant, Evading Arrest with a Motor Vehicle, and Theft of a Firearm.

Potential 39 Acre Data Center Coming to Prosper

A new "Project Tomahawk" data center is seeking approval from the Town of Prosper for a 39 acre data center at the Southeast corner of FM 1385 & Parvin road.

Project Tomahawk is being developed by White Rose Partners. The company has multiple data center projects around the country, some of which have received pushback from local residents. The major project objections include concerns about noise pollution, impact on local wildlife, excessive water usage, and strain on the power grid.

Neighborhoods and organizations within a one mile radius include: Windsong Ranch, Sutton Fields, ArrowBrooke, Sandbrock Ranch, Winn Ridge, Savannah, Union Park, Providence Village, Shady Creek, Grace Chapel & Preschool, Aubrey Montessori, Cheek Middle School, Digg Pet Resort, Future Prosper Town Park, and more.

The town of Prosper is looking to review the project on August 18th.

Whooo needed a helping hand in Denton County today?

While responding to a call, Deputy Nordt spotted a small owl in distress and quickly stepped in to help. With assistance from Animal Control Officer Deputy Alvarez, he connected with a local wildlife rescue and carefully transported the injured owl to safety.

The little guy has a broken leg, but rescuers expect him to make a good recovery with proper treatment and care.
