Shattering Wall Section

Getting ready to shoot a POC (Proof-of-Concept short film) that has a close-up of a head getting bashed into a concrete wall with enough force it causes the outer layer of concrete to shatter (think shards of concrete).

Here is my question: Does anyone have a recipe for a material that can be applied onto a soft foam slab to a thickness of 1/4 inch that once it has set, can be stood up vertically and still adhere to the foam slab which will be attached to a flat?

I am still experimenting with powdered sugar mixes but without success.

Chocolate bark has the apparent thickness and solidity but while tasty might be too costly.

Any assistance would be greatly appreciated.
