First of all hello, I have background knowledge and skills on game development in relation to indie game development
note: this is the most simplest I can write. Server backend can be complicated plus there a lot of providers and options in the market. And things can rapidly change as technology improved.
types of multiplayer backend:
1. Peer to peer/ Private server / soft VPN
If you played games such as Counter strike: Source, Dota (original Dota) and other games that only have LAN Multiplayer or a game that requires Garena launcher or similar. It usually a Peer to Peer, or you connect to a Platform controlled VPN server or Private server.
On those kind of servers the developer, publisher, or platform. have little to no control over the people who is using or accessing those server nor even know what is going on. the only thing developers or platform can do is for example Minecraft, bans offending Server IP/domain address but those can be easily circumvented by changing IP address and get a new domain using stolen identity.
2. Third-party based Multiplayer and communications Services Platform (popular)
Third-party based multiplayer service platform. is a a bit newer thing, Mostly game engine developer or other specialty providers provides such services like Unity's LiveOps provides cheap to expensive platform controlled server where even a developer can't even SSH (direct connect to the backend) to those server.
While it is possible to retrieved chat-log on those services but most cases a developer either opt out of logging (to save server space and lessen fees, and for legal reasons) rely on AI moderation , hiring individual to moderate (in some cases rely on user reports or in some cases due to various legal reasons they cannot review certain kinds of reports unless if an Law enforcement Authorities is involved) or outright under-moderated as for example by default Chat history for Vivox (unity) is up to 7 days and voice chat is un-moderated and unlogged (nobody even the developer can listen in due to wiretapping law or similar law [it can be dismissed in court as well] around the world plus it expensive to store voice files)
or in some services chat logs is never provided in the first place and only the service provider can see chat (example Discord Social SDK):

3. really Hard Developer Own servers (also known as a cloud server)
The usual tried and tested approached that AAA studio tend to use Flexible and Developer have full control over the server. This is where a user connect to a server run by the developer, handles moderation, etc.. for some case a game can also provides both peer to peer and owned server for cases like Counter strike 2 / CSGO.
some indie dev did tried to make their own hard server most don't because it can be prohibitively expensive to maintain and moderate so most developer rely on Option 1 or option 2.
Even if they can now afford those services, moving from one backend type to another can be once again becomes prohibitively expensive, requires testing and upkeep, making sure account migrated, etc.. than keeping the current setup.
now what did Gorebox uses on his backend who knows but it can be either 1, 2 or 3.
but in today world with millions and billions people uses the internet, old laws that legally prevents some manual moderator action for certain kind of report and Moderating large communities is now next to impossible. its usually the end user (the player and other people around them) are responsible in protecting themselves.

Account registration and login would be shutdown on June 18th and become read-only.
this is a really huge lost media going to happen by December.

Expo ends in May 24th. Keys will be replenished throughout the event days.
