Is this a haori? If not, what is it called?

I am in a smaller city in Oregon and found this at a thrift store.

I really like it and would like to wear it to work (front of house in a casual restaurant) once it starts getting a bit cooler.

Oval child’s portrait on canvas board.

I am having a hard time reading the signature, seems to begin with RAM and end with Y. Maybe RA Murphy? Anyway, I bought it for the frame at an antique/junk store for $5.

The portrait sort of creeps me out but I like the duck. I am going to leave it behind whatever I end up using the frame for.
