ive gotten woodys poncho yesterday and I’ve finished both quests that followed, however I haven’t received the next quest yet? Should i upgrade characters/ finish side guests ? Has anyone else experienced this

I’m so confused it won’t let me built a cliff around it to chop it down and it won’t let me get rid of it in the island cleanup service
