CPU overheating help

I have just built my first pc and everything was fine until I went to the Home Screen my CPU started overheating when I had one tab open or I was downloading something it was reaching 80-95 so I turned it off and checked the bios and it sat at 40-45 no problem never going beyond that but when I’m on the home screen it starts to overheat
I have checked for the plastic cover on the CPU cooler nothing there and the radiator is pumping water as I can slightly hear it now and again
Both the CPU and CPU cooler were bought on eBay I had the CPU tested and it came back perfect idk what to do really cause I’m a noob

CPU intel core i7-13700KF
CPU cooler Corsair H100Xelite

Building a new PC wont start help

*edit* FIXED Faulty cables borrowed some from a friends thanks for your help 😄

I recently started building a new pc because i wanted to upgrade from a laptop I bought most of my components second hand from ebay but i got the motherboard from currys and the PSU from Amazon and no matter what i do it will not start.

the parts

motherboard :MSI MAG B760 TOMAHAWK WIFI

PSU: MSI MAG A750 GL PCIE5

CPU: INTEL CORE I7-13600KF

GPU: MSI GEAFORCE RTX 3060 VENTUS 2X

RAM: 1X 16GB CORSAIR VENGEANCE DDR5

STORAGE: KINGSTON 1TB SSD

I have returned the motherboard twice now due to delivery damage and picked it up from the store to ensure nothing went wrong. i have had all the second hand parts tested at a computer repair shop and every piece works perfectly fine. I done the paperclip test on the PSU and it works but when I put everything together nothing. the GPU fans don't turn on the ram doesn't light up PSU fans don't turn the boot light doesn't turn on I have tried with my case power switch and tried to short it with a screw driver but my monitor still reads not connected please help this is really screwing with me
