Did the recent updates add a glitch where you can't build next to some urban districts?

In each photo, the cursor is on where I want to build and they don't show as options – first one is a monument going on the left next to the mountain and great stele, second one is a barracks going lower right touching two resources. Both are adjacent to completed urban quarters. did they change the placement requirements, or did they add a bug?

edit: never mind, y'all have just informed me that my empty district is preventing me from building elsewhere 👍 kind of an odd choice. It makes perfect sense that you can't build beyond an empty district, but I'm not sure I understand why you can't build in a different direction. anyway, solved

Protip: You can bring your own power regulators on the Tactical Takedown operation

I'm going to keep this post useful and avoid doing what I feel like doing which is vent about the crashes.

Anyway to the point, we did Tactical Takedown today, got three of the four power regulators placed in the power plant and somehow didn't have the fourth one. I didn't have it and neither did my teammates. One of them had died so unsure if it dropped when he died? If so there should have been a compass marker or some kind of indication, if not it just disappeared magically. Either way, really annoying. One of the teammates dropped thinking we were stuck.

Then it occurred to be I have a few power regulators in my inventory - ran back to the ship and got one and sure enough, it works!

A nice piece of organic gameplay balancing out the glitch and/or poor design causing us to not have one in the first place.

The crashes really are unacceptably bad though. I'm aware this is a new launch with elevated player counts, but still.

Almost 9 years ago I discovered HIP 71826. Today, with some help from an amazing team, it's my new home!
