It's an awesome choice to have it be medicinal herbs because that's basically the antithesis to the many Biohazards in the series.

It's also a nice touch how they're implied to be commercialized, with RE5's first aid spray having a leaf symbol on it and the steroids being yellow while functionally identical to yellow herb blends.

Even military/paramilitary units seem trained and equipped to make use of herbs they find in the field, with Leon having vials specifically for herb blends in RE4 while Chris & Sheva have spray canisters for any herbs they collect in RE5.
