R1 2002

Hi all...currently getting my R1 tidied up and have hit a hurdle with tracking down a part that needs replacing. I have circled the part in the photo - missing the one on the left.

My question is;

Does anyone know what it is called? I am having trouble looking for one because I dont really know what it is? And would anyone know where I might find one or who i can order one from (or a set if need be)?

What is this 'latch'/'flap' on the bottom of this refillable lighter? It flips open where you refill it but doesn't seem to have a purpose that we can work out? Just curious if it has a purpose or its just there for something to do? Brand is 'JOBON'.
