Locksmith says he has the wrong key part for my 2020 Toyota GT86 (all keys lost) — ELI5 please, I know nothing about this

Explain like I'm 10 — I don't know anything about car key programming, immobilizers, or any of the technical terms. Just trying to understand what's going on and what to do next.

Here's my situation:

- 2020 Toyota GT86, all keys lost (zero working keys)
- Called a mobile locksmith who came out with a "Smart Pro" tool
- He was able to pull codes and delete the old keys from the car
- But he said he needs "the right part" / has the wrong key, and can't finish programming a new one
- I've had someone successfully make me keys before in this exact all-keys-lost situation, so I know it's possible
- He mentioned needing to call Toyota / having a subscription with them, but then also said Toyota was "closed" — I think this was a separate issue from the part problem, but I'm honestly not 100% sure which thing is actually blocking him at this point

Questions:

  1. Is this really just a wrong-part issue (wrong key blank/FCC ID for my exact car), or could there be something else going on (subscription/access issue) that he's not explaining well?
  2. What's the exact part I should tell him to order, or where can I find the right part number for my VIN?
  3. Is this a "any locksmith" job or do I need someone with special registration/access for 2020+ Toyotas?

Any help figuring out what to ask him or order myself would be huge. Thanks!
