My brother has accepted an offer but due a significant change in personal circumstances he can’t move to another state so he will have to withdraw from the offer.
Would that blacklist him?

I got ghosted by SpaceX for an engineering position. Had a call with the recruiter, less than a week after that had a virtual interview with the hiring manager, then another interview with team member. All of this happened in less than a month, the recruiter was very responsive after every interview.
Then I flew for a final panel presentation interview and after everything even the recruiter told me that he think I got it. I responded everything well and every technical question was well explained.
It’s been more than 2 weeks and the recruiter hasn’t communicated at all. It’s fine if I didn’t get the position but I want to know the feedback. Has anyone experienced this?
I even sent the recruiter 2 emails for status updates.
Has anyone have had any experience in changing teams or roles for a similar or different position in another state?
