Hiring a webtoon artist for the first time, what should I have ready? and what's fair?

I've completed a story script I want to turn into a webtoon series. I also have character concept art already done by a separate artist, so the visual direction for the cast is established.

Before I start reaching out to artists on here, I'd love any community wisdom someone can share. For example...

For prep materials, what should I have ready before approaching an artist? Should I have the script ready, or are my story chapters enough? Should I try to storyboard it myself with doodling or ai (I can't draw to save my life).

On pricing, what's a fair rate per page or webtoon episode? And does it vary a lot by complexity (simple backgrounds vs full?)

Is it more common to pay per panel, or per episode?

I want to be a good partner and not waste anyone's time, any advice from fellow writers or artists who have been through this process would be MUCH appreciated. Thank you.
