Cavity insulation advice

We have a 1970s house with cavity walls on the lower floor. The previous owners had blown polystyrene cavity insulation added at some point.

We're having a window replaced and the aperture shrunk slightly so the window board has come off and we can see into the cavity and there's not much insulation in there at all - I have no idea whether it's settled or wasn't done properly. Anyone got any experience of this sort of thing? Is this something we can rectify ourselves or are we going to have to speak to a cavity wall insulation installer - presumably the rest of the house is like this too and may also need sorting.
