EBay keeps Undercharging shipping

I have been on eBay 10 years, I always put accurate weight and measurements when listing using calculated shipping. However 3 times this past week when I click to purchase the label (NOT changing ANYTHING) it costs more than the buyer paid. The last 2 were only a dollar difference but today's buyer paid 5 and shipping is $9.

What is going on?

Peakychu Plush Email

Got the Peakychu Plush early access email. However I clicked it within 1 minute and it keeps giving this error when I try to add to cart. Did anyone's link work to purchase?
