Is this a theory? [Ch. 5 Spoilers (?)]

Hey all! I've been scrolling through the subreddit and seen this theory hinted at a lot but never explicitly spelled out. Maybe I'm really dense or watched the wrong videos, but nevertheless I haven't heard this one (though I admittedly took a break during Ch. 3-4).

Similarly to in Undertale, Monsters in Deltarune are a class under humans, and for the most part localized to Hometown.

Carol's plan to rescue Dess and the cascading plot are the product of a ruse devised by some human government to trap Monsters in a Dark World (Undertale??? Probably not). Similarly, Dess' disappearance was human work, possibly hinting that Dess and Asriel saved Hometown from the humans' first attempt at trapping Monsters in a Dark World.

Please tell me if I'm stupid or if this is common ball!

EDIT: This would also factor into the theory of the Weird Route being the lore-accurate route as well as Susie as the sacrifice, as the Weird Route drives Noelle away from Susie, allowing Carol to sacrifice Susie for Dess. From this there are two options that I can't choose between:

  1. Carol knows the SOUL will torment Noelle and drive her away from Susie

  2. Carol is unaware of the SOUL's torment and doesn't know her plan is breaking one of her children for the sake of the other. A metaphor for how grieving parents can seriously harm their other children in the process.
