They have a legendary police officer who looks like a video game boss

The reason people call him "Madman" instead of his official nickname, "Cowboy" is because of a few eccentric traits:
- He's famous for killing outlaws. He doesn't care whether they're actually guilty in the eyes of the law, he kills first and asks questions later. And if he's still not sure, he kills them anyway.
- His house is almost entirely painted black, and he literally sleeps in a coffin. (Yes, seriously.) His explanation is simple: he says he finds a coffin more comfortable.
I once got lucky enough to run into him randomly walking down the street. He was wearing a black coat so long it looked like a cape, carrying a rifle in a country with strict gun control laws, and sporting a beard so long even Santa Claus would be jealous. If I had to describe his presence in one word, it would be "aura."
A few years ago, he was relatively well-known, and it was said that even criminals were afraid of him, and for good reason. Nowadays, he's much older and no longer as active, so the media rarely mentions him anymore.
