Amd software frequency offset question

Hello everyone I have a powercolor reaper 9070 XT (in a Sff). I have undervolted it to -100mv and VRAM is set to fast timing and 2664. No fan or power tuning. Steel Nomad gives me around 7470 score. (base was around clock ). After playing CS2 for an hour or two I had my gpu driver crash. i logged the next crash via gpuz and saw core clock slowly creeping up over 3400mhz and this is where is crashes every time once above like 3420 ish. I had my core freq offset at 0 , so I am not sure why is it creeping up beyond the this models boost clock which is 2970.

I thought maybe 0 in amd software means no limit. So now I have put a offset of +300 mhz and ran cs2 again and seems to be working and the max core clock in the log was 3291. which is approx 300 above 2970. (or maybe I didn't play long enough for it to creel to 3400). Is my understanding correct about how offset works? I have seen people with negative offsets so not sure from what points that is calculated from.

Second question, how does power offset affect undervolting. If I go +10 % then does it mean it gives more headroom and not necessarily it will be at 330w all the time while gaming?

Hi Everyone

Thanks for helping me choose components. I have successfully built this in about 3-4 hours. Two youtube videos helped me a lot.

Everything except one radiotor fan worked when I booted. (which was a pleasant surprise and not bad for first pc build ever). Opened it up and swapped the two radiotor fans, the fan which wasn't moving still dididnt move. That helped me narrow down the issue to that fan. Then saw a cable blocking the fan physically lol, removed it and it starting working. Here is the parts list.
