Is this good value for money?
My laptop is dying and am looking to buy a pc with some longevity.
Ideally one that can handle gaming and general movies, multitasking, etc.

tldr: windows update led to my laptop freezing.
I reset windows from the WinRE screen using the local option (cloud option didn't work).
Reset seems to have completed but now laptop is frozen on lock screen.
Is it safe to restart to see if my computer will act normal or will that compromise the reset?

My laptop tried installing the latest windows 10 update but would keep freezing. After restarting i would get "We couldn’t complete the updates. Undoing changes. Don’t turn off your computer." And it would freeze while doing that.
I couldn't sign in to the desktop normally as it would always freeze on that "undoing changes" screen. I can only access desktop through Safe Mode.
I tried uninstalling the updates through WinRE but it didn't work.
In safe mode, I couldn't access the update screen through the control panel, I would just get an error, so I couldn't install through there.
I saw suggestions to delete the SoftwareDistribution folder so I tried that. The next time I tried Safe Mode with Networking it froze, but regular Safe Mode still worked.
I ran the DISM cmd prompt which iirc didn't find any problems. After this Safe Mode with Networking worked again.
I ran the scannow cmd prompt but it had an error, something like "another reboot is in progress. Restart computer and try again." (The error wasn't exactly this but I remember it saying that something else was is progress and I needed to restart before trying this cmd again)
I decided to reset Windows. I tried the option on the windows website first but it said it wouldn't work in Safe Mode. I tried to reset through the Windows Recovery Environment, first through the cloud (it said it couldn't establish a connection) then used the local reset option.
It took a while but seemed to be working. Last I checked it was at 88%. When I came back, it showed the Windows lock screen so I assumed the reset completed. When I clicked or tapped spacebar it did nothing and the clock on the screen is frozen, currently showing the time from 1 hour and fifteen minutes ago.
Is it safe to restart my computer or will that screw up the reset?

EDIT: I restarted my laptop after 4 hours of waiting. It started fine, I logged in and windows automatically downloaded a bunch of updates. After a couple of minutes of being able to access my desktop MY LAPTOP FROZE AGAIN.
I was able to get a look at the 'Uninstall an update' page through settings and there is a huge list of updates. I wasn't able to check all of them but from what I can see, the most recent update's KB numbers weren't there.
The top of the list had a bunch of downloads (called Software Stack or Security Stack?) with an 'Installed On' date of tomorrow. So my laptop doesn't function but it does time travel now.
