What DLC is worth the cost?

All of it? None of it? Only got the game a few months ago and my god am I addicted.
Also outside of new maps is DLC content accessible in existing saves?

I find the train loading depots in Riverbend Springs to be cumbersome for pallets. So I made my own, right behind my industrial precinct.
