Would PauperEDH ever replace the rule of Uncommon Commanders to Only Common Commanders?

Considering we are getting a lot A LOT of common commanders from Universes Beyond sets, is there any world where PauperEDH is purely commons only or would it be a bad idea purely because it closes the door on most commanders?
