Bin bags put out at about 10pm the night before bin collection and collected in the morning - in between that time some bags got ripped open by seagulls. He received a fixed penalty notice without any previous section 46 notice and has to pay £150 - what's the best course of action? He doesn't have much money as a student so the £150 would be quite rough for him.

Info: it's a street where we aren't allowed to put wheelie bins outside and they have to be in black bin bags. There's about 5 properties (4 flats and 1 shop) that put bin bags out all together as there's not room to put them outside each door

Hi! Looking to bulk ish buy zip binders (not ring ones) to paint on, currently I'm just sourcing random ones when I see them cheap but I run out quickly - does anyone have any recommendations for bulk or wholesale sellers I can buy from that aren't too expensive? I'd probably look for 10 binders per order but ok to increase that to save more money
