This is my 16th day of playing the game and I'm hoarding a lot of stuff for now... How long does it take to decorate other places plus how long do I have to play to unlock the bar?

Just started the game and I got this newspaper yesterday but even if I caught fish it never triggered anything at the townhall? What do I do with this event? I've got a new newspaper today and I'm done with the event , so do I just wait out for tomorrow?
