What bird is this (Mesa county)

This gal/guy has been around for a few weeks, but until today, I hadn't managed to get a picture. I apologize for the crappy photos it's my phone camera. For clarity, it has a black head, white checks/neck, and looks like it's wearing a red ascot.

New backyard visitor

I recently started feeding the various song birds in my area (Western Colorado) and had this guy/gal drop in this morning. I think it is a type of quail, but I don't know if it's different than the quail from eastern Idaho. I love the little head ornament these guys get. It's so adorable.

I moved into a home in Western Colorado and have a humming bird feeder in the backyard. I replaced the feeder and am now wondering if I should be feeding Red or clear nectar? Also, if I should switch between the two at different times of the year. The humming birds (I think there are 2 species here) are in my area starting about 2 weeks ago and will be in the area until late August/ early September. Any advice is appreciated. The main one visiting right now is about 2 inches tall with a black head and a white collar at the throat (I think that's the male) and a similar sized one that is mostly grey (i think female). I should probably add that I 100% color blind.

TL;DR: Red or clear nectar, and should I change depending on the season.
