i have a 4ah 40v kobalt battery with an issue i can't figure out, the charger for it will flash red indicating there is an issue with the battery

The battery meter only shows it as half charged but does still power tools. when i checked the battery it showed 36 volts and inside each cell read around 3.6 volts. the charger also charges up another kobalt battery fine. the battery also was not hot and charged in a cool room.

can't figure out what is wrong and repair videos just show either the jumpstart method or if the pack is unbalanced.

I've noticed every few minutes over the speakers it will play some canned messages like "security to aisle 3" or "security check camera 6"

I don't know who they are fooling since dollarama barely ever has enough staff to check people out let alone have actual security that would be so ontop of things. I guess its some half baked theft deterrent.
