Can someone explain why rankings of tuhh is low?

I recently got offer letter in MSc in electrical engineering and information technology in tuhh

Should I accept the offer?

My application started on 24 june and my docs received on 8 july, current status is Antrag im Fachbereich, it's been more than 5 weeks, didn't get any update

Are there anyone in this same situation?
