CPC Crosswalk gone?

I have to admit it's been a few years since I needed he crosswalk tool, so maybe this is old news to many, but I wanted to find the CPC classification to a corresponding USPC class and my bookmark link didn't work, so I went into the CAT tool and there wasn't any tab for CPC Crosswalk.

Did the tool get taken offline at some point? If it's still there, how do I find it?

[TOMT] 1990s toy tie-in VHS cartoon

Kids were watching Care Bears last night, and I flashed back to a VHS we used to have when I was a kid, so mid-90s.

It wasn't Care Bears, but I remember my sister got this toy bear with a balloon. I don't think the bear was stuffed, more like action-figure plastic, and either packaged with the bear, or bought as a tie-in, was a VHS which came with two episodes of a cartoon about the bear toy.

I remember nothing about the first episode. The second I remember revolved around an older grouchy lady bear who had a pet fish (possibly amphibian, but I'm pretty sure fish) that talked. Somehow the protagonist bear and their friends (presumably other collectible bear toys) managed to soften grouchy lady bear's heart and make a new friend.

The images that I have indelibly marked on my memory are two things:

First, that the fish asked the grouchy bear at some point to "pass the suntan oil" which for some reason bugged me because a fish wouldn't be tanning itself (because for some reason THAT was beyond the pale to an 8-year-old me, apparently).

Second, that the last scene was in an amusement park, where some of the bears are on a roller coaster, while others are waving. The reason I remember this specifically is because the production quality of this cartoon was so bad that the editors didn't realize that the background for the bears on the roller coaster was night, while for the bears waving at them it was day, so the scene flickers back and forth between day and night like three times.

Would love to find the name of the toy and see if the cartoon was on YoutTube somewhere.
