Did a breaker lock cause my water heater fire?

I had a water heater fire in my apartment. When I went to look at the breakers I noticed a lock was holding the breaker in the on position. The breaker was seemingly never able to trip. Did this actually stop the breaker from flipping/is this a fire code violation? Ohio

TT2 Fast Pass line merge protocol: how does it work?

I noticed what seemed to be a fairly even rotation between the Fast Pass and regular queue while boarding Top Thrill 2. However, at one point there was a sudden shift where ~5-8 trains were being filled from the Fast Pass line for every 1 train from the regular queue.

As a result, what was initially a 75 minute wait turned into nearly 3 hours. My question is: what causes this change in boarding priority? Is the employee managing the merge point making that decision, or are they following instructions from ride operations or another department?

The experience was frustrating, and I’m mainly trying to understand the reasoning behind it. I understand that Fast Pass guests are paying for an upgraded experience, but when the ratio appears to reach something like 8:1, it feels extremely excessive for guests in the regular queue. Is there a specific protocol or target ratio that operators are expected to follow?

Side note, how are they determining ride wait times in the first place? At the end of the night Rougarou said 30 min wait and we walked on to a half empty train.
