is amazon slowly becoming a scam centre?

i recently ordered an item from amazon for ₹4,104. it included ₹5 as a marketplace fee.

the item went out for delivery, but it was never delivered. later they marked it as "customer not reachable". i requested them to try delivery again the next day, but they did not attempt it.

now the order has been cancelled and amazon says the money has been refunded.

except the refund is only ₹4,099.

so they collected ₹4,104 from me, cancelled the order because their delivery failed, and now decided to keep the ₹5 marketplace fee.

₹5 is not the issue here. the issue is the principle. if amazon cancels an order because it could not deliver it, why should the customer lose money?

is this normal amazon policy now or is something seriously wrong with how they are handling refunds?
