I requested an RFQ and I received a response via the seller's whatsapp channel. I made a payment to the seller via alipay. The seller has not shipped the order or refunded me.

alipay not accepting my phone number

alipay is saying I haven't entered a valid 11 digit mobile phone number for the Netherlands. I have tried 00316XXXXXXXX but that is more than 11 digits. I also tried 06XXXXXXXX but that is not enough digits
