Second progress report for the upcoming update for ¡Viva Filipina!

The Communist tree is about 2/3 finished, with the expansion part of the tree still in progress. I've also resorted to only rework the US support branch of the military tree, and make the full military rework a separate update.

Although I said I was going to release an update before or on May 1st, I'm gonna need a bit more time.

Changes:

Communist Branch

- Can negotiate the release of Crisanto Evangelista and Guillermo Capadocia, would have to liberate them during the civil war otherwise.

- US can enact a blockade during the civil war (Communist path for now). Would have to either agree to make concessions, get a major to negotiate, or take Guam to end the blockade.

- Cross Our Waters branch gives 2 options for expanding: Launching Pirate Attacks allows you to steal civilian factories from other nations and start civil wars. Contest the Seas gives decisions to puppet other nations.

- Tan Malaka can take refuge in the country if you win the civil war.

US Support Branch

- Douglas MacArthur nerfed, giving heavy political power and command power penalties. But having him as chief of army can give you more bonuses from focuses related to the USAFFE.
