Scott the cactus (not a cactus) help?

I've had this cactus for years, but on Friday just gone I accidently caught it putting on a cardigan and it fell to the floor. It lives on a plant stand.

The cactus is called Scott the prick, after a horrible ex-boss but that's another story.

After it fell, I saw white liquid dots in quite a few places from punctures and this is how I learnt that he's not an actual cactus but a Euphorbia!!

Since the fall, he's been leaning more and more, I keep moving it away from the wall to see how much in a day it leans more.

My questions are....can it be saved from toppling over again...and is it worth it?! I have an indoor cat and with the white liquid being toxic to her, I'd hate for anything to happen if it falls again as it's now close to the point of being unsteady.

Photos of the fall, the liquid and the kitty cat. Neko the cat comes before the cactus of course, so any more chance of it falling again it will be going!

I'm in the UK, the plant lives indoors. I don't have a lot of space to move it somewhere else in the house.

What is this?!

A few weeks ago I took out a metal bowl from the kitchen cupboard which has a rubber bottom. I saw in the bowl below it what looked like rubber dust (only way to describe it), then looked at the bowl I had taken out and saw some bugs.

I threw the bowls away and washed the shelf.

Then a few days ago I found the same bugs in other kitchen cupboards, on anything they could crawl on really as well as in a bag of flour. I wouldn't say it was an infestation, maybe just 5/6 bugs in the flour bag. The flour was near to out of date and been in the cupboard a while so not new.

I've taken out everything from the cupboards, wiped the unopened cans/jars with disinfectant wipes, throw away opened food and food they have been on (paper packaging mainly), hoovered the shelves and cleaned with hot soapy water then wiped down with a disinfectant wipes again.

The jars/cans/condiments I've cleaned and in a airtight box for now.

Every now and again I check the empty cupboards and can still see a few.

I just don't know what they are to be able to treat this properly. I thought flourmites at first but maybe booklice?

I'm in the UK so it's been 25-35 degrees these past few weeks.

I've even bought a big bag of bay leaves to put in the cupboards if they are flourmites to deter them.

What else can I do? What are they?

Very light in colour, teeny tiny maybe 1mm. I have to put my glasses on and use a torch to see them.

I do have an indoor cat, she is perfectly fine and it's nothing that has come from her. I've lived in this house for 7+ years and never an issue before. They are hard to photo, I've got the main image then a zoomed in one.

Please help!
