Host wants to self-repair a windshield crack and charge me for labor + parts, is that normal?

I rented a car this week and a rock hit the windshield on the highway, cracking it. I let the owner know right away, and they sent me a quote to replace it.

My question is whether the owner is allowed to do the repair themselves (or through their own business) instead of going through a third party shop. The quote I got is from the same address where I picked up the car, so I'm guessing the car is rented out by an auto body shop that would also be handling the repair.

If that's the case, can they charge me for labor on top of the parts, since they'd essentially be paying themselves?

Has anyone dealt with something like this before? Curious what's normal here.

How do I set this up? Automod Posting when Crowd Control is turned on.

How do I set up automod to post a top level stickied comment when we turn crowd control on?

I've seen this in action here https://www.reddit.com/r/toronto/comments/1tjxz9l/comment/on4qeyi/

I've tried to set up automod to post on flair changes, or when a moderator posts a keyword "!crowdcontrol" but it doesn't see the flair changes or doesn't post the comment as top level.

Edit: Looks like this is the answer "we have a removal reason like that so we can do it manually. (remove a thread. leave that as the removal reason sticky comment, then approve the thread)"
