Do brazilians understand English songs lyrics?

Hey all a silly question, I'm in SP city for some months for work. I've noticed a lot of bars, pubs and dance clubs play English music(mainly from some decades back). I notice Rock, metal music & culture is quite relevant here, even when it's slowly dying out in the US. There's also a Rock music mall near Theatre São Paulo, I went there the experience was awesome!

Onto my question, if so many Brazilians are exposed to American culture and English music, how come so few Brazilians speak English? Do people listen and understand the lyrics?

Wanted to understand if given a chance would a regular Brazilian want to move to Portugal? I read about average salaries here and think most people are stuck in mid wages.

If PT was not an EU country, would the opportunity still woo you? I think US and Canada attract most Brazilian immigrants?

SP(18) and Rio(42) in world's best 50 cities of 2026!

so yes pretty much what the post title says. I'm staying in SP for work since a month and I like the city so far, but the constant mental toll and panic of watching the surroundings for safety is real. But does SP rank higher than Melbourne and Vienna? Not in my opinion on any grounds.
