No idea what it is, but saw it in my yard when walking my dog. Genuinely thought a baby bird had fallen to its death. But upon further inspection it was obviously not that; though when I blew on it it did move like feathers and when I touched it with a stick powder came out of it? Can anyone help identify this?

I'm trying to zhuzh up my wardrobe, but don't even know what to call this. Please help!
