What is the use of these two loops on my backpack?

What is the use of these two loops on my backpack?

This seems like a dumb question, but I don't know how to make practical use of these two loops.

This is a Gregory Rhune 22L. It has these two loops at the botton of the pack (where the pencil is in the photo, and I am honestly not sure what I could practically use them for. Since they are on the bottom, anything attached is just going to dangle and possibly hit my butt.

These are the only two exerior attachment points. Any ideas how they are intended to be used and why could they be used to carry?

The PRV on the house appears to have failed--I'm seeing 105 PSI before and after the current PRV. I tried adjusting it, but the PSI is staying at 105 and has been pretty consistent. We've had a few plumbing issues that I suspect were caused by high pressure (running toilet, leaking hose, leaking water heater that was replaced). There is also no thermal expansion tank installed right now, so I want to take care of that too.

My question is in what order should these be installed. Since the expansion tank needs to be pressurized, I think what I need to do is install the PRV first (with the water heater off/closed) so I can get and set the pressure for the house. Then I can appropriately pressurize and install the expansion tank.

I've found some advice online that the expansion tank should be install first though, but I'm not sure why or how (since the "normal" pressure with the failing regulator is too high).

In what order should I install these? Are there any considerations I'm missing? Is my assumption that I should install the regulator valve before installing the expansion tank correct?
