The A3SA approach explained by hypothetical example... meet Fred:
Fred applies for a television broadcast license which is granted by the FCC, subject to meeting the licensing rules associated with that license.
Fred chooses to encrypt all the virtual channels on his broadcast.
If Fred had left his ".1" channel unencrypted (and this channel delivered the range of content needed to satisfy his broadcast license) he would be in compliance - he would be allowed under ATSC 1.0 license rules to encrypt all remaining virtual channels on his broadcast.
But Fred decides he wants to encrypt his ".1" channel as well. This is his plan to get away with it...
Fred tells receiver makers that they:
In return Fred will allow the receiver makers to embed the decryption technology and keys needed to decrypt and render Fred’s channel. The cost of which must be paid by the receiver maker, and thus ultimately the consumer.
Fred then claims encrypting his ".1" channel is not a violation of his broadcast license because of the above.
Now obviously receiver makers could simply ignore Fred. Receiver makers could probably ignore one TV network doing this alone. But when all 4 major networks decided to implement Fred's plan together, receiver vendors couldn't ignore it.
That is the secret sauce - if it works on television sets then THAT is makes the above plan ok! [actual argument made]
