Note: Just because a microgame is high on the tierlist doesn't particularly mean I like the microgame in its entirety. There are microgames ranked low here that I find quite fun, (Weird Windmill, Hide-And-Seek) and microgames ranked high here that are boring/run-killers (Kitty Business, Please Reef-Cycle)

Hear me out: They have to be getting the game assets from SOMEWHERE, right? 9-Volt has used emulators in the past (the Punch Out microgame in Smooth Moves), showing that he is not limited to using “legal” means to get assets from games. Additionally, he is clearly allowed to make microgames based on Nintendo products despite Nintendo cracking down on fan-game content. The Volts either get special permissions due to having ties with Wario or they’re going deep into Nintendo code and archives to get assets for the microgames.

The leak probably wasn’t out of malicious intent entirely, considering 9 and 18-Volt are in grade school. Maybe during the process of collecting assets they forgot to follow a security measure or accidentally opened a suspicious email.

Hell, maybe Wario caused the leak while trying to get assets for the Volts, knowing how much he likes to cut corners. It wouldn’t be that uncharacteristic of him to cause a data breach due to poor handling on his part.
