Is there any saving to this poor cactus?

My husband lived in this apartment before I moved in and the former owner left this cactus. My husband barely took care of it before I moved in and I've been caring for it since.

The 3 front cactus bits have to be dead (I'm guessing) but the big ones are still green.

He lives on this windowsill in the kitchen. I named him Reginald II - after a previous cactus I accidentally killed when I was younger. He gets a decent amount of light there.

I've been watering it weekly and not much has changed.

Do screen windows not exist?

Hey y'all, recently moved to Vienna and this will be my first summer here.

Are screens just not a thing here? I have these weird double windows (like one on the inside/outside) and another on top that isn't easily accessible. I open the windows and just end up with flies.

I want fresh air just not the bugs that come with it!
