[FNV] Any experts able to help me figure out why when I level up I get this stutter? Using DXVK, Reshade set to vulcan, rivatuner to cap fps

Stutter goes away when I reload the save this is a pretty recent thing that just showed up. I have 9 perk mods so that shouldn't seem like the issue here. Recent download history is a bunch of retexture mods and sweet6 espless mods so don't see any problems there either. Would appreciate if someone let me know what the issue is.

Edit found the issue I'll leave this post up if anyone in the future gets this levelling bug problem using VNV. It's from UI Improvements

[FNV] What's all the texture mods you recommend, stuff like Lived-In New Vegas

In Skyrim I'd just download Skyland AIO + Skyland Bits and Bobs - A Clutter Overhaul and life is good for textures until I download specific ones cough 100mb cheese mod texture but here in FNV it's not the case so looking for recommendations to make my game look better, base game and dlc included.
I've followed VNV guide + LOD guide already no issues with that. Some noticeable mod authors I see that do textures are chilloucik, Norvito for New Vegas Graffiti Redone - AIO, Balebandr0, XPE4D.

I'm interested in putting mods like A World of (Less) Pain - An AWOP Revision, lived in mods by Qolore7 and other stuff there so hoping for mod recommendations that are all compatible. On Mojave Scenery Overhaul I see a recommendations part in the description so I'll add all of those into my modlist though not too sure how Simple Freeside Overhaul will go when I add it in I'll have to take my time reading through needed patches and all that.

Used VNV guide to start modding want recommendations

Anything is welcome, though I'm wanting animations for now and I've seen that

Made this post in hopes someone can let me know what other mods I'm missing out on. I'm wanting to just download everything but looking at 10+ mod reports makes me a bit wary of what to download from. The image I attached are all the new mods I've added in and I'm all for immersion mods for first person.

Too many people are posting their lucky pulls so here's my unlucky pulls to even it out

Before this clara at the end it was yaoguang and that yaoguang was guaranteed from a loss on dahlia banner to a clara as well.

Compilation of bathing views from each planet from chronological order

I double checked but Jarillo-VI and Xianzhou seem to share the same sky, last two images are XZ and Jarillo as repeats but in a different angle
Missing a photo of Amphoreus before 3.8 but view should have been different if I'm remembering right (view outside from inside parlor car changed)
