If you’re getting FFFF7001 when launching Rockstar Games Launcher and nothing else works, try resetting your BIOS/UEFI settings to defaults.
I spent around 16 hours troubleshooting this. I reinstalled Rockstar Games Launcher multiple times, tried a Clean Boot, created a new Windows user account, disabled Windows Defender and Firewall, checked Social Club files, logs, services, network connections, and even contacted Rockstar Support.
Nothing worked.
Then I reset my BIOS using Load UEFI Defaults → Save & Exit, and Rockstar Games Launcher immediately started working.
Before the reset, I noticed that some BIOS settings had been manually changed. Most importantly, Intel AVX/AVX2 was Disabled, and resetting the BIOS changed it back to Enabled.
I can’t say with 100% certainty that AVX/AVX2 was the exact cause because several BIOS settings were reset at the same time, but FFFF7001 completely disappeared immediately after resetting the BIOS.
Before resetting your BIOS, take pictures of your current settings, especially XMP/RAM settings, so you can restore them later if necessary.
Hopefully this saves someone else from spending 16 hours trying to fix this error.

Rockstar Games Launcher FFFF7001

**Title:** Rockstar Games Launcher FFFF7001 — failed to initialize even after CLEAN Windows 11 install. Has anyone actually fixed this exact error?
Hi. I desperately need help with a very specific Rockstar Games Launcher problem.
Every time I start Rockstar Games Launcher, it immediately says:
**“Rockstar Games Launcher failed to initialize.”**
**Error code: FFFF7001**
The launcher fails by itself — this is NOT a GTA V, Epic Games or RAGE MP issue. I tested the Rockstar Launcher separately on a completely clean Windows installation and it still gives the same error.
**PC specs:**
Intel Core i5-11400F
NVIDIA RTX 3060 12 GB
16 GB RAM
ASRock B560M Pro4
Windows 11 Home 25H2, fully updated
Clean Windows installation from official Microsoft installation media
I have spent over 10 hours troubleshooting this.
**Things I have ALREADY tried:**
Completely clean-installed Windows 11 from USB
Completely removed Rockstar Launcher with Revo Uninstaller and reinstalled the latest version from Rockstar
Installed Rockstar Launcher in both Program Files and Program Files (x86)
Tried Launcher.exe and LauncherPatcher.exe
Checked/disabled compatibility mode
Visual C++ redistributables
.NET Framework 3.5
WebView2 Runtime
Windows Update
Latest NVIDIA drivers
DISM / SFC
Rockstar Games Library Service
Program Compatibility Assistant Service
DNS change + flush DNS + Winsock reset
Cloudflare WARP / different network routing
Running Rockstar Launcher through Steam as a non-Steam game
Disabling RTX 3060 before launching
Created a completely new local Windows administrator account and tested there
Checked Documents path — normal local path, not OneDrive
Tried different UAC settings / administrator permissions
Nothing changes. **FFFF7001 every time.**
Another strange detail:
C:\\Program Files\\Rockstar Games\\Launcher\\Redistributables
exists, but I do NOT get a Social Club installer there like some other users do.
Also, most of the fixes I found online involve the Launcher asking for UAC permissions and then showing a separate Rockstar Games SDK permission prompt. **Mine normally fails before reaching that stage.** On a fresh Windows user I managed to get one UAC prompt, but after accepting it, the launcher still failed with FFFF7001.
I am specifically looking for someone who has experienced **error FFFF7001** or an almost identical case where the Launcher itself would not initialize even after a clean Windows installation.
**Please don’t suggest reinstalling Windows, reinstalling the Launcher, verifying GTA, DNS/Winsock, Visual C++, running as administrator, or disabling antivirus — I have already done all of those.**
Has anyone actually fixed **FFFF7001**?
If yes, what exactly was the cause?
