What is the best place to do the vigilante level 12 achievement without the tank? I have the whole map unlocked but dont have access to the tank yet, is there a smaller town that's better?

Im playing the definitive edition going for 100%. I'm still very early on in the game and have done paramedic and fire level 12, all tags, and working on the oysters that are around Los Santos. What else should I be focusing on early on for 100% / easy achievements?
Please let me know. I also completed the 50 taxi fairs.

Finally got all the achievements!
If you're having trouble with the Going Rogue achievement and all the gangs are already angry at you, the best method was to take a tank to Portland because its a small enough island to get to the enemies without the time running out. Make sure to continue driving nonstop and no u turns at any point so the enemies dont pull you out. The paramedic level 12 achievement requires a lot of trial and error and luck but is easiest on staunton if you try your best to avoid gang territories. I wasn't able to do it on any other islands.

What is the easiest way to do the Going Rogue Achievement?
I got to 14 on my first try and my car exploded righr after and fucked it up, now I can't even get near that amount. Fuck this achievement.
