Is this QoL/gameplay change involving movement realistically implementable?

I made this joke in another thread involving Mephala's movement speed- how she could just leave the Dwarves at the Tavern. But it got me thinking- doesn't it actually make more sense for your movement speed to be dynamic instead of determined at day's break? Think about it, if Mephala marches during the morning hours with a Phoenix and 10 Dwarves, drops off the Dwarves at a Castle, then she should be flying in the afternoon (literally).

Is this a change that's possible to code or something people would even want? It probably changes the strategic element quite a bit. It makes sense from a storytelling perspective. You'd just have to change the formula for movement steps so that it's percent-based, then your unit composition at the moment of the step increases/reduces that percentage which are then translated to steps.
