What I remember about the rise of The Communist Party is... is how quiet it was. During the early hours of the 9th Presidency, the Internal Affairs 01st Division was discreetly transferred back to Callens. It was a silent trip. We all knew what was about to happen, what we were about to do. Did we have any doubts? Any private, traitorous thoughts? Perhaps, but no one said a word. Not on the flight to Callens, not when Order 66 came down, and not when we marched into the Communist Party Head Quarters. Not a word.

"I don't know - the name internal affairs isn't great - and a lot of our agents were injured on that last raid..."

[Indecipherable]

"Yes I agree that costs have been high - but replacing agents is also expensive"

[Indecipherable]

"Exactly, what if we arm these people to the teeth. Give em' some talons. Something sharp that makes these guys think 'I don't know about tangling with them' "

Well, this morning has been a busy morning for the folks here at the Politburo. We have a large series of investment plans ready and set for expanding our agenda of full collectivization.

So - let me be clear - we are performing all of the following legislation for this new Period.

This revolution is imperative, the cost of failure could not be higher, and the importance of ensuring a better future - devoid of the current failures of capitalism - is higher than ever.

Therefore we intend to do the following:

1. Constitutional Overhaul.

2. The Proletariat Bill of Rights.

3. A series of legislation expanding and guaranteeing the rights of women.

4. Reconstruction of Eosara - along with reparations to the original inhabitants of Eosara and Synths.

5. The transfer of state control over all utilities.

6. The end of the sale of land, capital, and new enterprise.

7. Expanding the incentive system for collectivization.

8. Expanding agrarian capacity throughout all provinces to reduce current low crop diversity.

9. An ecological bill of rights - to ensure a bright and healthy future for the DoR today and the DoR tomorrow.

10. Immediate efforts to break away from the broad use of plastics, fossil fuels, and other major ecologically damaging substances in government funding and procurement.

11. A series of defenses aimed at ensuring the DoR's progress is safe and secure moving forward.

12. A legitimization and incorporation effort for certain militias to officialize their actions and ensure a system of fair oversight.

We choose to do these things, and the other things, not because they are easy - but because they are hard.

We choose to do the hard work of legislating - because while it requires effort - there is no greater feeling than to enjoy the fruits of our own labor, and labor is entitled to all it creates!

Under Blu's final EO - all government properties and facilities went up for sale between the election and stella's EO ending the sales.

During this period - the Beacon Worker's Union and MARS ltd, moved to purchase the entire existing power grid.

As a result, each citizen of the DoR will receive a check of roughly 18 cR.

Slavic looked at the man from where he was standing in the press briefing room in the Rose Palace, he wasn't the center of attention, not at the podium - but he was fielding questions about NEP with his usual ironic, irritated, and confrontational candor.

"I'm talking to all my favorite people right now, is this urgent?" the sarcasm was clear and not veiled, some of the reporters - used to dealing with Slavic - chuckled, at least he was in a good mood today.

*"*Yes, it is very urgent" The man was now flanked by a well dressed elven woman, black suit, and another man - possibly a synth? - also black suit. 'Three? just for me?'

*"*What's this all about-" Slavic begins walking with them as the elf addresses the small crowd 'Comrade Sachem will be heading out for the day, I can take any message on his behalf - or you can forward calls and questions to his office. Ah! Yes, you go ahead...' her voice fades out as Slavic is ushered out and handed a stack of papers EO-09 005, EO-09 006 "Eee oh, zero nine- what is this?" The agents flag a blacked out sturdy vehicle "You'll be needed at command" the synth says.

"Command!?"

It was a silent trip... having read the papers Slavic knew what was likely to happen. What he was about to do. Did he harbor any doubts? Any final thoughts? Perhaps, but on that car ride not a word was said. Not when he boarded his helicopter, not when he arrived at the People's Army Head Quarters, and not when internal affairs reached out about his new role.

"I'm sure it'll take you a moment to get used to things" Stella's voice was garbled somewhat over the helicopter phone "but there's no one I trust more to run the Politburo"

"This wasn't the plan, Viktor was supposed to run the Politburo not me-" Stella interrupts Slavic, her irritation clear as she speaks "You didn't want to compromise, and you wanted to push NEP, Viktor is busy being the one functional judge in the damn court - I need you to do the job I give you"

Slavic, fumbled around in his coat pocket "Ok, ok I get it, I should, well I guess I should thank you for your confidence anyhow, Comrade st- President" finally finding his cigarette packet, he takes one out "just give me a day or two, I need a smoke break to settle in" Internal Affairs officer Shrew shifts in his seat, while looking out the window.

"Fine, you have one day, no more" Stella clicks the phone and Slavic leans back, cigarette drooping on his lip "Get me Polytopia on the phone would you? I need to organize some things"

(OORP: I have some big work projects I need to settle out this week and I intend to be more active after tomorrow's work day ends. I am greatly enjoying the many fights about NEP we are having and I look forward to returning when my work stress isn't making me crabby and irritable!)

The Communist Party platform from here on out is simple:

We are going to get off the tracks of anarcho-capitalism chaos nonsense and onto the the tracks of a normal modern socialist nation.

The way we intend to do that is with simple but effective laws that "flesh out" the inner workings of the DoR, while making those inner workings distinctly Socialist and Communist aligned. Yes there will be things like "money" for now, and there will be some imperfections but we are going to get this country running smoothly.

Now some within and without my party are taking smooth to mean reformist - let me assure everyone all involved. That will not be the case. NEP is the beginning, a bright future lies ahead of us, the Sovnarkom has many plans and we - The Communist Party - shall march together!

We are going to do socialism and communism. Not the milquetoast chaos of yester-year - NO! This republic will be red and we encourage our friends in the opposition to work *with* us if they want to, but this is our show for right now and we intend to keep it that way.

"NEP hurts people who just live on a small family plot by taxing them at 95%"

NEP specifically defines land owners as those who own more than 20 acres that they use primarily for renting out. Tenant farming and share cropping is an abhorrent and wasteful economic practice. 95% of the profits *should* go back to the community.

"Taxes are so high they hurt businesses!"

NEP establishes that taxes are post expenses by taxing only profits. If a business is struggling and makes no profit, it has nothing to worry about. A business owner should pay themselves from the company coffers (lowering company profits) and reinvest the remainder if they want to avoid paying high corporate tax rates - or better yet, they should collectivize.

"NEP scraps landlording!"

Yes, it eliminates the abuse of the housing market as a space for speculative gambling. Landlords do not generate a product, they COST the economy money. A landlord who increases your rent has generated NOTHING but inflation as that cost gets sent up to the employer, the grocery store, and everywhere else as workers struggle to make ends meet. Landlords are not smart investors, they are putting up a toll booth on an existing product - housing.

Landlording is not a product or service, it is a leech on the economy and should be burned off like a leech.

"NEP is hard to remove!"

Yes, Same-Cabinet, god bless him, proved that the right wing would vote to remove healthcare, pensions, and basic safety without a second thought. In two months folks living in orphanages, care homes, or receiving care at hospitals could DIE OR BECOME HOMELESS if some dumbass repeals it without thinking.

Pensions should be hard to remove. They are an essential system for the elderly and the needy.

"NEP creates an unelected bureaucracy to manage the economy"

NEP outlines the responsibilities of an unelected body that manages the economy. As the economic minister - I already have the same powers and authority listed in the Politburo and I am also unelected in that position. The politburo formalizes that the executive OR the politburo is responsible for enforcing the systems within the NEP - that's it.

Government bureaucracies are never elected. They are a system for ensuring politics turns into reality. Meteorologists aren't elected. Fed Officers aren't elected. The DMV employees aren't elected.

FINALLY,

I strongly encourage folks to read all 5,000 words - much of which I know isn't being read by folks who want to find issues to argue in bad faith. This is the most comprehensive economic proposal in DoR history - and it may have issues in it we should remedy, but we will never do that if everyone picks a tribe and argues in bad faith.

The small wood paneled office in Newport was filled with a thin layer of smoke as Slavic paced back and forth. The soft green and purple glow of a screen bathed the otherwise dark room in an eerie glow.

"They aren't going to call just because you are pacing" The robotic voice broke the clack clack of feet on floor

"I know they aren- where's Rhubarb? - where is Vi-" Slavic's voice was cut off by the SGNL guards being parted by the green garb of the Internal Affairs troops

"Mr. Chernov is arriving Comrade Sachem" Slavic waved the troop in "Thank you Comrade Okwaho, that'll be-" Slavic fidgeted "No, no it won't be all I'm sorry - could you do me a favor and get the coffee machine from the cart brought in, or flag down one of the kitchen staff?" The bright green glow of Kellogg's screen flickered

"Chernov will arrive in approxima-"

*"*I know John, thank you, I'm more worried about the Chair- she's late, really late"

Kellogg's screen flickered again "I believe she is safe... SGNL would have reported otherwise"

"Oh I'm sur-"

"Comrades!" Viktor's voice interrupted the conversation at the door "Well- Comrade, and Kellogg..." The old tension was easier than usual, but still physically palpable.

*"*I'm sure the rest will be here soon"

There is a heavy silence in the room, but eventually Rhubarb arrives with little circumstance, flanked on his sides by red robed Synth Guards.

"THERE IS A T-icket" The crackling vox modulator of the grand regent of Beacon chimes

"A ticket? It's the middle of the night?" Slavic taps his foot in a stressed fashion

"You should read it" Slavic's eyes widened as he read the details "This- on election night?"

Viktor peered over Slavic's shoulder and snorted "How unsurprisingly surprising"

Slowly but surely the other party members arrive in blacked out vehicles.

"Party Official Thalassa, Party Official Stella, Party Official Von Vanguard, Party Official Mosasteus" The names ring out one at a time in the old halls of the Newport Manor. The halls stuffed full of Party Members and Officials, the portraits of President Ebb and CocoLenin decorate the old walls. A black and white Portrait of Ebb and Thalassa founding the féministes sans frontières. The halls fill with a thick tobacco smoke.

A knock comes to the door of the Party Officials and a silence fell over the group as all the officials shuffled into a small side room with no windows in the manor.

*Slavic and Viktor stand towards the back as Thalassa begins here interrogation. Reading from a series of questions. Slavic drags on his cigarette before leaning over and whispering to Viktor "*Well, she's already promised more than [redacted] did to get in"

*Viktor whispers back while adjusting his party badge "*A former self-declared enemy of the party must have their loyalty double checked"

*Thalassa continues her line of questioning "*Do you recognize that all wars between capitalsit states are inter-imperialist-"

*Stella lets out a small puff before leaning back into the small group, "*Who wrote these questions, was the last comrade drunk when they wrote th-"

*Slavic suddenly interjects into the interrogation "*I think we're all concerned about th" and his words are drowned out in a sea of voices over voices.

"Be Silent" Rhubarb's voice shakes the room in frustration.

"We are better as a committee, settle down and ask questions one at a time. It must have taken this guest a lot of gumption to get here."

Rhubarb attempts to appear as human and kind as possible as he motions for the young guest to continue speaking.

A knock comes to the door 'Comrade Sachem? The results are in'

Slavic walks out of the room quickly, as Viktor taps his shoulder

*"*What shall we title this meeting for the log? Something inconspicuous?"

"Just call it ticket-9 and put it to bed, we have an election to check on"
