I have an 04 fz6 and it runs fine,however after riding for about 15 minutes on the highway the bike won't go past 8k rpms and wants to shut itself off,what could this be ?

A guy is selling a pretty clean 2002 shadow 750 with 20k miles but no title for $600 would this be good to buy as a flip? How much would I he able to resell this for without a title ?
