Does anyone know what these blue spray painted markings are for? A young man painted these on our residential street this morning. He was walking around with a white 5 gallon bucket, blue spray paint and an outline. He would walk up and down the street and paint (seemingly) random spots. Then he spent about 3hrs just hanging out in a common area. My first thought was that he was with utilities or similar, but when he hung around for so long it didn't seem like he was on the job.

My daughter was home and saw this but did not feel comfortable going out to ask.
