Has anyone gotten a marriage license at 21–24 without parents personally appearing?
Hi! My fiancée and I are planning to get married later this year and I’m trying to figure out the practical LCR process.
We’re both Filipino citizens and have never been married. I’m 23, and my fiancée is turning 21 later this month. We’re planning to apply for our marriage license shortly after her birthday.
The issue is that her parents are not supportive of the marriage and will not personally appear at the LCR.
From what I’ve read, under Article 15 of the Family Code, those aged 21–25 need to seek parental advice. If the advice is refused, unavailable, or unfavorable, there is a three-month waiting period and a sworn statement can be submitted.
However, Parañaque LCR’s Citizen’s Charter appears to list personal appearance of both parents for applicants aged 21–24.
So I wanted to ask people who have actually gone through this:
- Has anyone aged 21–24 applied for a marriage license without their parents personally appearing?
- What did your LCR require instead?
- Did they accept a notarized sworn statement regarding parental advice?
- Which city/municipality did you apply in?
We’re completely willing to comply with the three-month waiting period and other requirements. We’re mainly trying to understand what the actual process is at different LCRs.
