Has anyone gotten a marriage license at 21–24 without parents personally appearing?

Hi! My fiancée and I are planning to get married later this year and I’m trying to figure out the practical LCR process.

We’re both Filipino citizens and have never been married. I’m 23, and my fiancée is turning 21 later this month. We’re planning to apply for our marriage license shortly after her birthday.

The issue is that her parents are not supportive of the marriage and will not personally appear at the LCR.

From what I’ve read, under Article 15 of the Family Code, those aged 21–25 need to seek parental advice. If the advice is refused, unavailable, or unfavorable, there is a three-month waiting period and a sworn statement can be submitted.

However, Parañaque LCR’s Citizen’s Charter appears to list personal appearance of both parents for applicants aged 21–24.

So I wanted to ask people who have actually gone through this:

  • Has anyone aged 21–24 applied for a marriage license without their parents personally appearing?
  • What did your LCR require instead?
  • Did they accept a notarized sworn statement regarding parental advice?
  • Which city/municipality did you apply in?

We’re completely willing to comply with the three-month waiting period and other requirements. We’re mainly trying to understand what the actual process is at different LCRs.

Any firsthand experiences would be really helpful. Thank you!

Question about Article 15 parental advice and LCR procedures for marriage license

Hi, I’m looking for general information/experiences regarding Article 15 of the Family Code (EO 209) and marriage license processing.

My fiancée and I are both Filipino citizens and have never been married. I am 23, and my fiancée is turning 21 later this month. We are looking into applying for a marriage license shortly after her 21st birthday.

From my reading of Article 15, applicants aged 21–25 are required to seek parental advice. If the advice is not obtained or is unfavorable, the law provides for a sworn statement and a three-month delay in issuance of the marriage license.

The issue is that Parañaque LCR's Citizen's Charter appears to list the personal appearance of both parents for applicants aged 21–24. In our situation, the parents are unwilling to provide favorable advice and will not personally appear.

I’m trying to understand the practical and legal distinction here:

  1. Does Article 15 itself require parents to personally appear before the LCR, or does it only require parental advice and documentation of the result?
  2. How do LCRs generally handle cases where the parents refuse or are unavailable to appear?
  3. Has anyone personally dealt with an LCR accepting an Article 15 sworn statement instead of parental appearance?
  4. If a local Citizen’s Charter says parental appearance is required, how is that reconciled with the sworn-statement procedure in Article 15?

I’m mainly looking for the legal basis and/or firsthand LCR experience, rather than specific legal advice for our individual situation.

Thanks in advance!

Looking for trusted Samsung motherboard/data recovery specialist in NCR, Philippines (Galaxy A54 5G) + price range?

Not rushing to repair yet, just scouting and researching trusted places for the future since I don’t have the budget right now.

Looking for recommendations for a REALLY competent board-level/microsoldering tech in NCR, Philippines (preferably Parañaque/Makati/Pasay/Las Piñas/Manila/Greenhills area) for a Samsung Galaxy A54 5G.

Situation/history:

  • Around Dec 2025, my A54 started having charging issues after repeated accidental drops over its lifespan.
  • Weird symptom: charging would sometimes come back if pressure was applied to a specific spot near the lower-middle/back area of the phone.
  • It would say “Super Fast Charging” but charging became very slow.
  • Battery percentage started acting weird too.
  • Eventually in May 2026 it stopped booting properly.

Current behavior:

  • Only attempts to boot when plugged in
  • Charging icon appears
  • Vibrates and shows Samsung logo
  • Then black screen → Samsung logo again → black screen/bootloop
  • Used to reach One UI briefly before worsening

Important: This is a DATA RECOVERY PRIORITY case. I do NOT want: ❌ Factory reset ❌ Odin flashing ❌ Motherboard replacement ❌ “Reformat nalang”

Need someone good at Samsung motherboard repair/microsoldering who can ideally get it to temporarily boot for file extraction on the ORIGINAL board.

Sensitive personal files are involved so I’m trying to be careful.

Questions:

  1. Any trusted NCR/Greenhills recommendations?
  2. Based on the symptoms, rough estimate magkano kaya ito?
