Calf Cramps when running outside (not on the treadmill)

Hi! I've been running for about a year now. Mostly on the treadmill because whenever I go running outside, on the real world I get cramps in my calves.

I've tried everything... Warming up, stretching, doing strength training for the hips, a little bit of core strengthening. Hydration.

But I know I'm missing something. I used to run 3-4 times a week 30 minutes 6mph on the treadmill. When I run outside I run 20-30 minutes but much slower.

I'm 45 yo male. Used to cycle a lot.
