Batteries Dead

I took my new to me trailer to rv repair shop and they had it for about 10-11 days. They called me to tell me it was ready today. When I got there to hook up, the batteries were dead. Jack wouldn’t operate. They had to jump them to get them to operate the jack. I figured it was like a car and they’d be gtg, went to disconnect at the storage facility and the jack wouldn’t operate again. I had to get my daughter to drive over to jump them again. I had the camper a few weeks before i dropped it off and had no issues. When I dropped it off the owner operated my jack, so they were fine beforehand. Is this an error by the shop? Or is it on me? Thanks!

Does a non medical review on step 4 at the local office usually indicate approval? I tried to post the photo but it wouldn’t let me. It’s for my sister. It reads something like step 4: it’s been sent back to the local office for a non medical review. Could take 15-30 days. Thanks
